-BSR (Bootstrap Router)

 : IP Protocol 103 (PIM)
 : messages from BSR will be sent using ipv4 packet to 224.0.0.13
   (ALL-PIM-ROUTERS group),  for ipv6 to ff02::d (in decimal = 13)
 : C-BSRs communicate using unicast transmissions,
   no dense mode distribution is required.
 : sends packet with TTL=1

 : Candidate RP (C-RP) sends announcement to 224.0.1.39
